From Dali: Talk2all Accompanies NDRC Delegation for In-Depth Research Visit
Against the backdrop of advancing high-quality development in the new era, General Secretary Xi Jinping emphasized that Yunnan enjoys significant geographical advantages and should accelerate high-level opening-up, positioning itself as a hub connecting South and Southeast Asia. He called for the high-quality development of pilot free trade zones, strengthening major channels for transportation, logistics, energy, and digital information, creating new growth drivers for an open economy, and deepening cooperation with neighboring countries in areas such as the economy, science and technology, talent, healthcare, and culture. His important speech has charted the course for Yunnan to integrate into the Belt and Road Initiative and develop its digital economy.
To implement the national digital economy development strategy, serve the Belt and Road Initiative, and promote the high-quality development of the "Digital Silk Road", a research delegation from the International Cooperation Center of the National Development and Reform Commission (NDRC) visited Dali and Dehong in Yunnan from March 30 to April 3. The delegation focused on key areas such as cross-border digital cooperation, basic telecommunications operations, digital infrastructure, and industry integration, exploring new paths for how the digital economy can empower regional development.
The research delegation was led by Zhang Jidong and Yue Jie, heads of the International Cooperation Department of the NDRC’s International Cooperation Center. Representatives from Talk2all, including Zheng Zhiyi, Zhang Min, and Niu Xiaojie, accompanied the delegation throughout the visit and actively participated in discussions. The delegation conducted in-depth visits to key locations such as the Dali Economic Development Zone, the Xinchuang Innovation Center, and the Smart Governance Center. They also held discussions with relevant prefecture-level departments and the local branches of the three major telecom operators, fostering a pragmatic and efficient atmosphere for cooperation.

Construction of Cross-Border Digital Cooperation Platforms
The delegation focused on Dali’s progress and planning in building cross-border digital cooperation platforms aimed at South and Southeast Asia. Discussions explored how to leverage Dali’s geographical and cultural advantages to establish a regional digital hub, supporting the national "Digital Silk Road" strategy.
Development Status of Digital Infrastructure
Through on-site inspections of the three major telecom operators, the delegation gained a comprehensive understanding of Dali’s current foundation in 5G coverage, data center deployment, and information corridor construction, providing guidance and suggestions for future development.
Integration of Xinchuang Technology and Industry
At the Yunnan Xinchuang Innovation Center, the delegation learned about advancements in core domestic technologies such as chips, operating systems, and databases. They acknowledged Dali’s proactive efforts in promoting the integration of "Xinchuang + Industry" (indigenous innovation and industry).
Digital Government and Smart City Development
At the Dali Smart Governance Center, the delegation experienced firsthand various smart applications such as the "Canger Cloud" platform and the city incident dispatch system. They witnessed how collaborative governance across departments has enhanced urban management efficiency.
